Read the complaint: ABA sues over Trump administration’s intimidation of law firms and lawyers

On June 16, 2025, the American Bar Association (ABA) filed a federal lawsuit against the Trump administration, alleging a systematic policy of intimidation targeting law firms and attorneys. The ABA argues that President Trump has used executive power to coerce firms into dropping clients and causes that challenge his administration—violating the First Amendment and the constitutional separation of powers.

The complaint highlights multiple executive orders aimed at punishing specific firms, such as Paul Weiss, for their pro bono work and hiring decisions. These orders include suspension of security clearances, pressure on contractors, and contract terminations. The ABA contends that such actions are part of a broader effort to suppress dissent and discourage legal advocacy that runs counter to the administration’s agenda.

ABA President Bill Bay emphasized the urgency of defending the legal profession and the rule of law. The association also cited examples of law firms withdrawing from public interest litigation and declining to represent the ABA out of fear of retaliation.

The lawsuit, filed in D.C. federal court, seeks to have the intimidation policy declared unconstitutional and to prevent further enforcement.
