Rachel E. Stern is a Professor of Law and Political Science at UC Berkeley, where she holds the Pamela P. Fong and Family Distinguished Chair in China Studies. Her research focuses on law in Mainland China and Hong Kong, especially the relationship between legal institution building, political space, and professionalization. She is the author of Environmental Litigation in China: A Study in Political Ambivalence and numerous articles on legal mobilization and lawyers in contemporary China. Stern is also part of a collaborative project analyzing more than 60 million Chinese judicial decisions made public after a 2014 policy change, contributing to broader debates about Chinese law and authoritarian legality.
