Peter H. Solomon, Jr. is Emeritus Professor of Political Science, Law, and Criminology at the University of Toronto and affiliated with the Munk School’s Centre for European and Eurasian Studies. His research focuses on judicial reform and criminal justice in Russia, Ukraine, and other authoritarian and transitional states. He is the author or editor of several books, including Soviet Criminal Justice under Stalin and Courts and Transition in Russia, and has published widely on law and courts in post-Soviet contexts. Solomon has participated in reform projects for organizations such as the World Bank and OSCE, served on editorial boards and the Board of Trustees of the Institute of Law and Public Policy (Moscow), and acted as an expert witness in over eighty refugee cases from the former Soviet Union.
