Call for protection guarantees for Roxana Cardona against repeated police harassment

Fourteen organizations, including Lawyers for Lawyers and the International Bar Association’s Human Rights Institute, call for protection of Roxana Cardona, a Salvadoran human rights lawyer who publicly challenges the government’s security strategy and supports people detained under the state of emergency. They report that police harassment, which began in 2024, resumed after she returned from abroad, most recently when two National Civil Police officers came to her home, recorded her identity details and photographed the property. After she denounced the visit, an officer messaged her that senior officers were upset with her, and her social media accounts were blocked. They note that police surveillance preceded the arrests of lawyers Ruth López in May 2025 and Enrique Anaya in June 2025, and urge an independent investigation and guarantees that she can practice without reprisal.
