This article challenges the view of courts as the central force in Pakistan’s legal mobilization by highlighting the significant role of lawyer-leaders and political parties in restoring the judiciary amid weakening lawyer-judge alliances. It argues that Pakistan’s hybrid political regime requires analysis through the lens of legal mobilization in authoritarian contexts, rather than traditional political liberalism theories.
